Discussion on the AUC Strategy for Harmonization of Higher Education Programmes
(AU HEP Harmonization Strategy)
A.Introduction
The African Union (AU), regards education as a key instrument in achieving its vision of
developing quality human resources and contributing towards increased mobility of Africans
around the continent. In implementing the Plan of Action for the Second Decade of Education
for Africa, the AU Commission has embarked on a process of promoting quality assurance
and developing a framework for harmonization of Higher Education Programmes in Africa.
Within the context of an increasing focus on the revitalization of higher education in Africa,
the African Union Commission has engaged in a process of developing a Strategy for
Harmonization of Higher Education Programmes (AU HEP Harmonization Strategy). This
strategy is aimed at supporting the higher education development efforts of relevant
agencies, initiatives, and programmes at continental and regional levels by providing an
integrated platform for dialogue and action. The strategy further aims to strengthen the
capacity of higher education institutions through innovative forms of collaboration and
ensuring that the quality of higher education is systematically improved against commonly
agreed benchmarks of excellence. Over time, this should facilitate mobility of graduates and
academics across Africa.
It is for the above that the Association of African Universities (AAU) on behalf of the AU
Commission, and in collaboration with Neil Butcher, the Harmonization Consultant, is
commencing an internet discussion on the above.
I wish to welcome you to the general distribution list for the AU HEP Harmonisation Strategy.
We would like to invite you to join the AU HEP Harmonisation Strategy mailing list.
The focus of the AU HEP Harmonization Strategy is on the following core areas:
1.Establishing and maintaining continental political commitment to the process of
harmonization
2.Cooperating in information exchange
3.Developing and maintaining a continental framework for higher education
qualifications
4.Creating minimum standards in targeted qualifications
5.Establishing joint curriculum development and student mobility schemes
B. Objectives of the on-line discussion
The aim of this AU HEP Harmonisation Strategy moderated discussion list is to facilitate
communication and sharing of information pertinent to harmonisation and quality of higher
education programmes across Africa. This will sustain regular flow of information between
stakeholders and the AU Commission during implementation of the Harmonisation strategy
work plan. This discussion list will run from July to October 2007. We look forward to your
constructive engagement in this process.

A. Introduction
L'Union Africaine(UA)considère l´éducation comme un instrument principal dans la réalisation
de sa vision pour le développement des ressources humaines de qualité et pour sa
contribution vers une plus grande mobilité des Africains sur le continent. En mettant en
oeuvre le plan d'action pour la deuxième décennie de l'éducation en l'Afrique, la Commission
de l´Union Africaine s'est embarquée sur un processus de promotion d´assurance de qualité
et de développement d´une structure d´harmonisation des programmes de l´enseignement
supérieur en Afrique.
Dans le but d´attirer l´attention sur la revitalisation de l´enseignement supérieur en Afrique, la
Commission de l´Union Africaine s'est engagée dans un processus de développement d´une
stratégie d'harmonisation des programmes de l´enseignement supérieur (Stratégie
d'Harmonisation des Programmes de l´Enseignement Supérieur de l´UA. Cette stratégie vise
à soutenir les efforts de développement des agences appropriées, des initiatives, et des
programmes de l´enseignement supérieur aux niveaux continental et régional en assurant
une plateforme intégrée pour le dialogue et l'action. De plus la stratégie vise à renforcer la
capacité des institutions d'enseignement supérieur par des moyens innovateurs de
collaboration et s´assurer que la qualité de l´enseignement supérieur soit systématiquement
améliorée selon les normes généralement convenus pour l´évaluation des performances.
Avec le temps, ceci devrait faciliter la mobilité des diplômés et des universitaires à travers
l'Afrique.
C'est pour cette raison que l'Association des Universités Africaines (AUA), a commencé au
nom de la Commission de l´UA, et en collaboration avec Neil Butcher , le Consultant en
matière d'harmonisation, une discussion en ligne sur le sujet.
Je souhaite la bienvenue à tous ceux qui sont sur la liste de distribution. Nous aimerions
vous inviter à joindre la liste d´expédition de la stratégie d'harmonisation de l´enseignement
supérieur de l´UA.
La stratégie d'harmonisation de l´enseignement supérieur de l´UA sera centrée sur les
principaux secteurs suivants :
1. Etablir et maintenir un engagement au processus d´harmonisation
2. Coopérer pour l'échange d´information
3. Développer et maintenir une structure continentale pour des diplômes d´enseignement
supérieur
4. Créer des normes minimums pour des diplômes indiqués
5. Établir le développement des programmes communs et des projets de mobilité des
étudiants
B. Objectifs de la discussion en ligne
Le but de cette liste de discussion modérée pour la stratégie des Programmes de
l´Enseignement Supérieur de l´UE est de faciliter la communication et le partage d'information
concernant l'harmonisation et la qualité des programmes d´enseignement supérieur à travers
l'Afrique. Ceci soutiendra l'échange régulier d'information entre les parties prenantes et la
Commission de l´UA pendant l'exécution du plan de travail de la stratégie d'harmonisation.
Cette liste de discussion sera fonctionnelle entre le mois de juillet et d´octobre 2007. Nous
attendons avec impatience votre apport constructif à ce processus.
